Effective load carrying capability
A measure of how much additional demand a system can serve after adding a resource, holding reliability constant. It is the method increasingly used to decide how much of a generator counts toward meeting demand, and no standard version of it exists.
Definition
Effective load carrying capability, usually written ELCC, measures the increase in load a system can serve once a resource is added, while reliability stays at a defined target. PJM, for example, calibrates against a loss-of-load expectation of one day in ten years. A resource that helps the system through the hours that determine reliability earns a higher accreditation than one that does not.
The method exists because resources interact. Solar, wind and storage complement one another, so a system holding all three is more reliable than evaluating each separately would suggest, and simple capacity factors cannot represent that.
Measurement noteNo standardised method exists across planning areas. NERC convened a workshop in 2025 to identify what prevents standardisation, and reports that accreditation varies with dominant resource types, resource diversity, regional load shapes, risk tolerance and whether the construct is seasonal or annual. The same generator can hold different accredited capacity in two regions, and neither figure is wrong.
Why it matters for capacity
Changing the accreditation method moves a reserve margin without a megawatt being built or retired. ERCOT moved from historical on-peak capacity factors to average ELCC for variable resources, and NERC reports the resulting derates largely offset gains that load management programmes contributed. Any comparison of margins across regions or years has to establish that the accounting was the same.
