What Is the U.S. Industrial Base?

The industrial base is the set of firms, facilities, skills and materials capable of producing goods at required volume and time. The term carries two official definitions that include different companies, and the one written into federal law covers five countries.

Congress defines the term directly. Under 10 U.S.C. §4801(1), the national technology and industrial base consists of “the persons and organizations that are engaged in research, development, production, integration, services, or information technology activities conducted within the United States, the United Kingdom of Great Britain and Northern Ireland, Australia, New Zealand, and Canada.”

That definition arrived by accretion rather than by design. The provision entered the code as §2491, was renumbered §2500 in 1997, and originally reached only the United States and Canada. Congress added the United Kingdom and Australia in the FY2017 National Defense Authorization Act, and added New Zealand in December 2022. Each expansion followed an alliance decision rather than an industrial one, which is worth holding when the phrase is used as a synonym for American manufacturing capacity.

The same chapter defines several terms that recur through defense industrial policy. “Dual-use” describes products, services, standards, processes, or acquisition practices capable of meeting both military and nonmilitary requirements. A “technology and industrial base sector” is a group of persons and organizations that engage in, or are capable of engaging in, similar activities. The phrase “capable of engaging in” carries weight, because it admits latent capacity that no output measure would capture.

The economic definition

The statistical agencies use a different construct. Census classifies establishments under the North American Industry Classification System, and manufacturing occupies sectors 31 through 33. The Annual Survey of Manufactures and County Business Patterns count establishments physically located in the United States, without regard to the nationality of the owner and without regard to whether the output has any defense application.

The two definitions diverge in both directions. A machine shop in Ohio producing consumer goods appears in the Census manufacturing count and falls outside any defense industrial base assessment. A software firm integrating mission systems appears in the statutory base and never registers as manufacturing. A components supplier in Ontario sits inside the statutory base and outside every domestic Census series.

Measurement noteMost published references cite 10 U.S.C. §2500. That section was transferred and redesignated as §4801 by the FY2021 National Defense Authorization Act, effective January 1, 2022. The text survives; the citation does not. A source still citing §2500 has not checked the code since the restructuring.

Tiers, and where measurement stops

Industrial capacity is organized in tiers. Prime contractors hold the contract and integrate the system. First-tier suppliers deliver major assemblies to the prime. Second-tier suppliers deliver components to the first tier, and so on down through castings, forgings, fasteners, and the specialty processes that finish them.

Visibility degrades quickly with depth. A prime knows its first tier by contract and usually knows its second tier by inspection. Below that, knowledge depends on whether anyone asked, and the answer is often that nobody did until a shortage forced the question. When a single foundry or a single heat-treating shop turns out to serve six programs across four primes, that fact typically surfaces after the disruption rather than before it.

Institute analysisThe unmeasured portion of the base is where concentration risk accumulates. Aggregate industrial statistics describe the tiers that report, and the tiers that report are the ones least likely to be single points of failure. Any assessment of industrial health built only on published series is describing the part of the system that was easiest to count.

Common misconceptions

That the industrial base and the manufacturing sector are the same thing. They overlap and neither contains the other. Manufacturing is a statistical classification of establishments. The industrial base is a policy construct defined by capability and, in statute, by alliance membership.

That the defense industrial base is a fixed list of companies. Section 4801(4) defines a technology and industrial base sector as organizations that engage in, or are capable of engaging in, similar activities. That phrase belongs to the sector definition rather than to the definition of the national technology and industrial base itself, and read correctly it extends the sector concept past current contract holders to firms that could qualify. Whether a firm chooses to enter defense work depends on qualification cost, which is a separate question from whether it could.

That counting factories measures the base. An establishment count says nothing about what those establishments can produce, at what rate, or whether they hold the qualifications required to supply a given program.

What the evidence says, and where it is contested

ContestedWhether the industrial base should be measured by output, by capability, or by surge capacity remains unsettled. Output measurement is available, comparable across years, and describes what is being produced now. Capability measurement asks whether a specific item could be produced and requires program-level knowledge that no public series holds. Surge measurement asks how fast production could expand under mobilization, and depends on assumptions about labor, tooling, and materials that are rarely stated.

The Institute’s position, stated as a position, is that capability measurement answers the question governments actually face. A country that knows its total manufacturing output but cannot say whether it can produce a specific component at a required rate has measured the wrong thing accurately.
